U.S. Department of Health and Human Services
Proposed Data Collection Standards for Race, Ethnicity, Primary Language, Sex, and Disability Status Required by Section 4302 of the Affordable Care Act
The law requires that data collection standards for these measures be used, to the extent practicable, in all national population health surveys. They will apply to self-reported information only. The law also requires any data standards published by HHS comply with standards created by the Office of Management and Budget (OMB).
Public comments will be accepted until August 1.
Public Comments Requested
Each respondent is requested to preface his or her comments by identifying those standards on which they are commenting and whether they also are providing general comments.
The submission of comments in response to this notice should not exceed 5 pages, not including appendices and supplemental documents. Any information you submit will be made public. Please do not send proprietary, commercial, financial, business confidential, trade secret or personal information that you do not wish to be made public.

How We Will Use Your Comments
HHS will review the public comments for consideration and possible incorporation into a final set of data collection standards for use in HHS population health surveys.
