The Menominee Youth Empowerment Program (M-YEP) will develop a unified community strategy to break the cycle of high risk behaviors and promote family resiliency. The program will build upon the Menominee people’s family-focused resources and ensure youth accountability, while establishing a comprehensive pipeline of support to reach the most at-risk youth in the community. The project goal is to decrease YEP youth risk factors, while increasing their protective factors. M-YEP will provide a comprehensive program that includes academic enrichment, personal development, wellness, cultural enrichment, and career development. Native American youth struggle with significant risk factors, including environmental/community risk factors, family-related risk contributors, and academic risk behaviors. More than 40 percent of children under 18 living on the Reservation live in poverty. They also face other community/environmental risk factors, including the availability of drugs and firearms, as well as high crime rates. Only one-third of Menominee households are married couples, yet over two-thirds have children under 18. Poor academic achievement and truancy are clear risk indicators in Menominee youth. Menominee students consistently test much lower than peer students across the state and have lower attendance rates and higher truancy rates than their Wisconsin peers.

The project targets Native American youth in grades 6-8 living on the Menominee Reservation. Project activities will consist of daily tutoring sessions and weekly YEP programming twice a week. Students will be assigned tutors/mentors. The College of Menominee Nation (CMN) will also host a three-week Summer program annually. Programming will include academic and career exploration activities, cultural activities and community cultural events, life skills development, unintentional injury prevention activities (i.e., vehicle rollover simulations), fitness activities, drug prevention activities, teen violence and dating workshops, and conflict resolution and bullying. Students will also be provided with fresh and frozen produce during these activities and family and parental involvement will be largely focused on personal development and wellness activities. Intended outcomes include:

  • Increase the educational achievement of M-YEP participants;
  • Increase youth involvement in traditional activities;
  • Increase M-YEP participant life skills;
  • Increase the availability of career guidance;
  • Increase in personal development and wellness;
  • Decrease in risk factors and increase in protective factors for YEP participants associated with unintentional injury; Increase diabetes prevention activities;
  • Decrease in the risk factors and increase in protective factors for YEP participants associated with substance abuse; and
  • Decrease in risk factors and increase in protective factors for YEP participants with teen dating and violence.

The project will collect data and analyze information utilizing pre/post tests and surveys, grades and persistence into the next grade level, graduation rates, administrative and program records (including attendance, participation, etc.), annual surveys, observational data, and local records (arrest rate, local youth data).
